The open class 'Execution Units: Fashion or Maturity? Models, dynamics and challenges in the operationalization of territorial plans', within the 2nd edition of the cycle 'Conversations of the Territory', integrated in the course unit Research Seminar 2, study option C 'Urban Dynamics and Forms' of the PhD Program in Architecture of FAUP, will have the participation of:

- Tiago Trigueiros (Sintra City Hall);
- João Quintão (Matosinhos City Hall).
The programming and operationalization of planning options contained in territorial management instruments have long been pointed out as one of the Achilles' heels of the territorial planning system in Portugal. In fact, the existence of approved and in force zoning plans has not always been translated into the implementation of the solutions set out in them and within the deadlines consigned therein, showing the distance that separates the validity of regulatory instruments from the effective mechanisms for their operationalization and intervention in the territory.
Among other programming and operationalization instruments of territorial plans, the execution units are one of the main mechanisms listed in the law for this purpose. Despite being provided for in the legal framework of spatial planning since 1999, with the approval of the first version of the Legal Regime of Territorial Management Instruments (RJIGT), only more recently have they gained stage, being the object of renewed interest by municipalities and territorial actors as a valid, expeditious and flexible option for designing and programming urban land. In this session, we intend to discuss the nature and valences of this mechanism for the operationalization of territorial plans, the reason why there is currently a proliferation of execution units, approved or under development, and the different forms, models and dynamics that they have, as well as the challenges inherent to their implementation.
The session will have a first part dedicated to the presentations of the guests, followed by a debate among all the participants in the session.
The class will be held by videoconference, via zoom.
